The mission of
Howard University Hospital is the provision of excellence,
service, education and research in an environment of safety. In
furtherance of its commitment to education, the Hospital
maintains an environment which supports the training of
post-graduate trainees, medical, dental, nursing and other
students by health care practitioners.
The principal
objectives of health care practitioners are to promote always
the best curative, restorative and preventive health care and to
conduct research with full regard for the dignity of the
individual. In acceptance of these objectives and of their
ultimate responsibility to the Board Trustees of Howard
University for the quality of medical care at Howard University
Hospital, the members of the Medical Staff who are privileged to
practice in the Hospital have promulgated these Bylaws and agree
to comply with the Bylaws and Rules and Regulations of the
Howard University Hospital as set forth below or as amended in
the future.
Recommendations for
appointment to all categories of the Medical Staff;
recommendations for appointment as Department Chair, Director
(or similar positions) in the Hospital; amendments to the
Bylaws; and policy decisions are to be forwarded by the
President of the Medical Staff and the Medical Director to the
Medical Affairs Committee for final action
BYLAWS
ARTICLE I. NAME
The practitioners
who are privileged to practice at Howard University Hospital
hereby organize themselves as an operating organization within
the legal structure of the hospital and shall be known as the
Medical Staff of Howard University Hospital.
ARTICLE II.
DEFINITIONS
For purposes of
these Bylaws:

"Adverse
Action" is as defined in Article XIII, Section 2.

"Board of
Trustees" means the Board of Trustees of Howard
University or a Committee of the Board of Trustees acting
pursuant to delegated authority.

"Bylaws"
means the Bylaws of the Medical Staff of Howard University
Hospital.
-
"Chief
Executive Officer" means the Chief Executive Office of
Howard University Hospital.
-
"Fair Hearing"
means the hearing described in Article XIII.
-
"Hospital"
means Howard University Hospital.
-
"Medical
Staff" means physicians, dentists, psychologists,
podiatrists, physicians assistants, nurse practitioners,
nurse midwives, nurse anesthetics, and other health care
practitioners duly certified, registered, or licensed by the
District of Columbia who have been granted membership on the
Medical Staff at Howard University Hospital.

"Executive
Committee" means the Medical Staff Executive Committee
of Howard University Hospital.

"Medical
Director" means the Medical Director as described in
Article VII, Section 2.

"Medical
Affairs Committee" means the Medical Affairs Committee
of the Board of Trustees of Howard University.

"President of
the Medical Staff" means the President of the Medical
Staff as described in Article VIII, Section 1.
-
"Practitioner"
means any health care practitioner duly licensed, certified,
or registered to practice a health profession. The term
"practitioner" includes qualified post-graduate trainees.

"Rules and
Regulations" means the Rules and Regulations of the
Medical Staff of Howard University Hospital.
ARTICLE III. PURPOSE
The purposes of the
Medical Staff are:

To strive to
assure that all Hospital patients receive quality medical
care;

To provide
procedures for resolving problems of a
medical-administrative nature;
-
To maintain a
framework of self-governance over matters within the purview
of the Medical Staff in keeping with the policies of the
Howard University Hospital and of Howard University;
-
To provide
medical education and to maintain high educational standards
in accordance with the programs and policies of the Howard
University Hospital and of Howard University;
-
To establish and
maintain high standards of professional and personal conduct
within the Howard University Hospital; and
-
To provide for
Medical Staff representation and participation in all
hospital deliberations affecting the discharge of Medical
Staff responsibilities.
